But Vale of Glamorgan Council – which has not yet given planning permission – said neighbours claim she is already teaching there, the Daily Mail reports.

Charlotte, 33, denies the claims and insists she is operating legally – while the council is yet to decide whether to take formal action.

She said a part-time home-schooling group is using her annex for less than 12.5 hours per week.

This has been approved by Welsh school inspectorate Estyn and the Welsh Government, she added.

The former Voice Of An Angel told the Local Democracy Reporting Service: “As far as I’m concerned I’m not aware of any breach of planning.

“If the council want to look at what we’re doing we will welcome them with open arms.

“If there are any problems we will be completely compliant. This is a charity venture.”

COUNCIL PROBE

But she could be forced to stop teaching and ordered to tear down any unauthorised building work.

Dinas Powys Community Council originally objected to her initial plans over fears of an increase in noisy traffic.

But Charlotte insists just one vehicle would be needed to ferry children to and from her home.

A Vale of Glamorgan Council spokesman said: “The council is currently considering an application for a change of use.

“We have also launched an enforcement investigation after receiving a number of complaints suggesting the use has started prior to planning permission.”

CHARITY PLANS

Charlotte wants to teach up to 20 pupils aged between nine and 12 as part of her Awen Project.

She hopes it will grow into a charity setting up other independent schools.

Pupils would be given a say over the rules, how they want lessons to be delivered, what food they eat and and how they travel to school.

Revealing the plans on Monday, Charlotte said: “Since I’ve had kids I have become much more interested in education and child development.

“We started looking at schools and different mainstream options available to us.

“It started to become apparent that mainstream is struggling with under-funding and overcrowding – teachers are incredibly tested.”

Pupils would study for qualifications such as GCSEs and BTECs, but Charlotte says the school would “still have lots of creative freedom”.
